Depends on whether it is one to one communication or from the stage. I have many great ideas on both. How to Say it for Women is a basic yet very effective book on how women can have more effective communication and get ‘heard’
Co-Active Coaching is about tools for effective conversations and relationships. It includes an excellent section on listening at different levels, more cleanly and intentionally. It also includes great information on asking powerful questions and developing trust in relationships and communications. (I train coaches, and hear from all of my students that developing coaching skills has made them more effective in all of their relationships and communications.)
The seven Habits of Highly Intelligent People, and any good book on Emotional Intelligence. Dale Carnegie is timeless but only a primer. Read it anyway, the read the others. You’ll have to do more than read books. You must learn to read people, especially their non-verbal language.
“How to Win Friends and Influence people” by Dale Carnegie is my go to on this subject. Read it every couple years
Excellent book!
Thank you! Not usually into self-help genre, but intrigued. Requested from library

This was the first that came to mind. Always a classic.

I was primarily interested in one on one communications.
My professional children recommended The Power of Vulnerability by Brene Brown. There is a TED Talk, plus a longer version (6 hours) via Audible.
Also in book form, but titled Daring Greatly. Should be required reading for everyone!
Brene Brown’s work is great. Gretchen Rubin’s Four Tendencies is a real eye opener.
Author Rick Bommelje’s Listening Pays and Neel Doshi’s Primed To Perform

Zig Ziglar probably has a good one on the subject.
