@Jessica Still Life is the first so the one to start with. In her mysteries there is the murder which will be solved in the book but there is also another long arc concerning the politics within the police department so to best enjoy her mysteries they should be read in order to understand and appreciate the longer arc of the characters.
Historical, anything by Loretta Chase, but my favorites are Lord Perfect and Silk is for Seduction. Joanna Bourne, Courtney Milan, Grace Burrowes are some other good historical romance authors. Contemporary : Penny Reid’s Knitting in the City and Beard series. Fantasy/paranormal: Patricia Briggs’ Mercy Thompson series (first book is Moon Called). Ilona Andrews’ Kate Daniels series or her Burn series. Laura Griffith writes some good romantic suspense.

I think I have read every book Balogh has written. In fact, I just finished Someone to Care.
I love those cheesy cozy mystery books. Great after reading an emotionally heavy novel.

An Isolated Incident by Susan Sloan is an excellent book. Well written, great suspense
Another great one is Silent Witness by Richard North Patterson. A great book!
