I use it as a read-aloud in my first grade class. Really high readers in first grade contact let themselves with some help. I would say second or third grade for sure would be able to read it independently.
I teach third and fourth grades. My third graders would not be able to read this. Why rush? I would think about the child and the reader’s ability. It is considered a reading level R which is about fourth or fifth grades.
My 7 year old and I are reading it together. I don’t think he’d be able to read it himself quite yet, it definitely depends on your child’s reading abilities.
I read it with my daughter in first grade. She is an advanced reader but it would have been challenging for her to do it by herself at that age. It’s probably more on the third to fifth grade level. But hey, even now my daughter has gifts of books that she is not quite ready for and saving them for later.
I think they were old enough to choose it themselves, or maybe we saw the movie first. The kids and their Dad liked it more than Mom who sometimes finds Dahl’s writing frightening.

I would say 8-9 if the child is a good reader.
