Overdrive is a subscription service a library joins. Many smaller libraries join together which means you might have a longer wait. In order for Overdrive to make a profit, a library only gets x-number of copies even though it is all digital.
Getting a book for free would be different and yours forever. But please be certain you are using a valid site. There are many pirated copies and PDF’s out there which cheats the author.
