The Road to Serfdom by Hayek is my husband’s fav book on this topic. I’ve not read it myself.
If the person is an Economist, he/she has likely already read Hayek, though. In that case, I’d recommend Outliers by Malcolm Gladwell, it’s an interesting read, but not specifically about Econ.
If you can find a book or two by Marshall Jeavons (sp?)—they are mysteries by two economists. Their detective solves mysteries by using principles of economics. Warning, they’ve been around for 40 years or so. Your friend may have them.
If the person is an economist, s/he would probably have already read Joseph Stiglitz. If not, I would recommend Globalisation and its Discontents. Also Development as Freedom by Amartya Sen
