I guess I’m showing my age, but I don’t know what Steampunk really means as far as literature goes. If I had to guess though, I could recommend Harry Harrison’s Stainless Steel Rat series.
this is a hidden gem, different from anything I’ve ever read, and it’s steampunk. If you don’t mind reading kid’s books (like middle-grade stuff) I LOVED the Edge Chronicles and the illustrations are absolutely amazing. And it’s about airship pirates so of course it’s great.
Are you opposed to Steampunk Romance? Since the Lady Mechanika comics can be gory.

The Infernal Devices series possibly would fit the bill. It is YA though.

The Glass Books of the Dream Eaters, The Dark Volume and the Chemikal Marriage, trilogy by G Dahlquist. WONDERFUL books!
