I guess I’m showing my age, but I don’t know what Steampunk really means as far as literature goes. If I had to guess though, I could recommend Harry Harrison’s Stainless Steel Rat series.
Indie Author Melanie karsak has quite a few. I haven’t read them yet but I do like her other books.

this is a hidden gem, different from anything I’ve ever read, and it’s steampunk.
If you don’t mind reading kid’s books (like middle-grade stuff) I LOVED the Edge Chronicles and the illustrations are absolutely amazing. And it’s about airship pirates so of course it’s great.
