It might be a surprising suggestion, but I actually really enjoyed Year One by Nora Roberts. Not her usual but great, it sets the scene for a post-apocalyptic world where magic has just come back into existence. Main protagonist is a witch and the mother of “The One”. Leaves you begging for the sequel, which unfortunately won’t be out until December of this year

The Others series by Anne Bishop. And if you haven’t read the Hidden Legacy series by Ilona Andrews I would recommend it – magic users, not shifters though. For Fae UF you may also like the October Daye series by Seanan McGuire or Cainsville series by Kelley Armstrong. I loved all of these and I’m also a huge fan of Kate, Otherworld and Mercy like you listed above.

Less sex?
Other than Game of Thrones how much sex happens in these fantasy stories?

A lot especially in urban fantasy

Mistborn.
Not necessarily more women but the lead is a woman.
There is also a shifter but in the second book.

American Gods?
Not a female lead but pretty awesome.

Debra Dunbar’s Imp series. The side novels have a lot of sex and weren’t really my thing, but I found the main series great and funny too. The final one just came out last month. PS..I also like Ilona Andrews, Kelly Armstrong, and Patricia Briggs.

Jaqualin Carey’s Agent of Hel series.
Ilona Andrews Hidden Legacy series, and Innkeeper Chronicles.
Parasol Protectorate by Gail Carriger (hilarious!)
Kylara Vatta series by Elizabeth Moon, sci-fi but I think you’ll like it.
Red-headed Stepchild.

I also like Sharon Shinn, but that’s regular fantasy

Harry Dresden is a guy, but the Dresden Files are so worth the read; same deal with the Iron Druid series.

Would you be interested in reading my book? It has a female protagonist and all there is are Shifters (or Bloods is what I call them in the book). There is one sexual scene in the whole book. Let me know if you’re interested and I’ll send you the link!

American Gods. Not a female protagonist, but an awesome book. And hard to classify, but Urban Fantasy comes close, so there you go.
