Not a Romance book and is for young teens but “Bloomability” takes place in Switzerland.

“Eleanor and Park” by Rainbow Rowell is my favorite YA book. But the setting is Omaha, NE.
I have that one just haven’t read it. But I’m from Nebraska so it’s definitely on my list now

Give a try to Anna Permoli’s “You Drive Me Crazy” .Dispite the title, is a very pleasant YA Romance
It’s not foreign but The Sun is Also a Star by Nicola Yoon is a romance between a Jamaican immigrant and a Korean-American boy. I also recommend Everything Everything by the same author.
When Dimple Met Rishi by Sandhya Menon is also nice. It’s about romance between two Indian-American teenagers who meet at a web developing camp.
