I think that instead of zelie getting the magic it was the non magic folks who did.
It’s been a little bit since I finished it but I think everyone now has magic
Yeah I got the feeling everyone now had magic?? It was a little confusing though.
Loved that book! My impression was that everyone received magic but you are right, it was not very clear. The sequel should clarify. 🙂
