Ian Fleming created and wrote many of the early stories. A lot was based loosely on his life.

Each Aril Ian Fleming moved to Bermuda where he spent four months writing the latest James Bond novel. After, he went home and lived fairly well on the royalties until the following April. He was still alive when the first of the movies were made, and although he thought the film premise was crap, he enjoyed spending the checks. After he died, the crap grew deeper as others with less talent took over. I’ve read his novels. They are superior to the films, and whatever those who took over are writing.

James Bond books are very good and a lot of fun to read!

The answer is both. Ian Fleming created Bond and wrote a series of novels that the movies were originally based on. After his death, his estate contacted John Gardner and authorised him to continue the book series. He wrote several more books in the series until his death. And now they have another author continuing the series.
