Get on the authors mailing list is usually the best way. If they are traditionally published (i.e. penguin, TOR etc) , you can go to the publishers website and most have information on how to read before it’s released in exchange for reviews and social media shares.
Join author pages. Several of them have private pages that are for their ARC teams, which are brought up on the author pages a lot and some have links to the pages so you can join. I am a member of a lot of ARC teams. What type books are you looking to read and review? I could suggest some pages.
