I don’t know if it is a book but look up the movie “Life is beautiful” it’s one my my moms favorites.
I would recommend all of Sarah Sundin’s books They are based on WWII and full of romance I just love them
Suite Francaise has romance but it isn’t the only element in the book. if you’re mainly interested in romance i recommend to watch the film which focuses more on the romantic parts of the book.

All the Lights We Cannot See is a beautiful book. There’s not much romance though.
It’s a “literary” and “modernist” novel, but Elizabeth Bowen’s The Heat of the Day is terrific.
The Eagle Has Landed has some romance in it
