I do, too. But sometimes my library doesn’t have certain ebooks! 🙂

The Bookfunnel app. It gives you access to promotions where hundreds of authors, including best-selling ones, collaborate for book blasts, where they giveaway eBooks, new releases, and sometimes even whole series. Like this one:

You could also sign up to Netgalley which is an ARC service. So you don’t pay for the book, but they send it to you in the hopes you’ll leave a review. Trad and self pub authors both use this service.

Freebooksy, Kobo, Boobub has a newsletter, where you’d select types of books you like and they send you offers. I had quite few free books come through them.
