Where are you seeing the challenge for 2018? On mobile it’s still showing 2017.

Not for the US at least. Looks like those who are able to do so are either from Australia or Canada.
I’m in the US, and I set mine. You have to go on the Goodreads home page (I did it on my phone also). If you’re doing on your mobile, make sure you click on desktop (3 dots in the right top corner of your screen)

I just set mine for 20 books, but I think it may not change over until the date changes in your time zone
Depends on your counrty it seems.
