I’m in the US, and I set mine. You have to go on the Goodreads home page (I did it on my phone also). If you’re doing on your mobile, make sure you click on desktop (3 dots in the right top corner of your screen)
I just set mine for 20 books, but I think it may not change over until the date changes in your time zone
I have the link for the 2018 challenge but when I click on it, it shows my progress on the 2017 challenge.
