I’m not sure if your nieces aren’t allowed books with magic because they’re Christian/religious? If so, there are some fabulous Christian YA books that they may enjoy that fit this category. A couple of my favorites include The Chiveis Trilogy by Bryan M Litfin, and the Time to Die Trilogy by Nadine Brandes.
